The White House just signed a pair of executive orders that simultaneously bet on quantum computing and insulate the government from the damage it could cause: build a large-scale machine while mandating a strict migration to post-quantum cryptography by 2030.

QC-ADDS: A Concrete Computer, Not Just Research Grants

Executive Order 14411, labeled QC-ADDS, directs the Department of Energy to host at least one advanced quantum computer and make it available to the scientific community. No vague studies or pilot programs. The Pentagon must identify at least three next-generation quantum sensor projects within 60 days and field those sensors by September 30, 2028. Workforce training and supply chain provisions round out the build side.

PQC Migration With a Hard Deadline

Executive Order 14409 tackles the defensive side head-on. It explicitly calls out the "harvest now, decrypt later" risk: adversaries collecting encrypted U.S. data today that a future quantum computer could crack. Federal agencies must move their most sensitive systems to post-quantum cryptography for key establishment by the end of 2030, and for digital signatures by the end of 2031. That replaces current elliptic-curve-based key exchanges with algorithms designed to resist Shor's algorithm.

The Crypto Connection and Industry Timelines

Quantum computing's threat to blockchain encryption is no longer theoretical. A March paper co-authored by Google researchers, Ethereum Foundation's Justin Drake, and Stanford's Dan Boneh showed that breaking Bitcoin and Ethereum's elliptic curve cryptography could take fewer than 500,000 physical qubits, a 20-fold reduction from prior estimates. Google already set 2029 as its internal PQC migration deadline. Ethereum has a similar target. Bitcoin's core developers have been weighing defenses. These executive orders put the federal government on a faster track than much of the private sector. The clock is running, and the orders make the U.S. both the builder and the armored target of the same exponential technology.
